What a SWPPP Covers
A Stormwater Pollution Prevention Plan documents site description, the specific BMPs planned for each phase of construction, a site map showing BMP locations, inspection and maintenance procedures, and the project's pollution prevention measures beyond sediment alone, such as concrete washout and fuel storage controls.
Why It's the Reference Document for Inspections
When an inspector evaluates a site, the question isn't just whether BMPs look generally adequate — it's whether the installed BMPs match what the approved SWPPP and BMP plan sheet call for. A site that installs reasonable-looking erosion control that doesn't match its own SWPPP can still be cited.
Keeping the SWPPP Current
A SWPPP needs to be updated as the project progresses through phases, especially when BMPs are added, removed, or relocated from the original plan — an outdated SWPPP that doesn't reflect current field conditions creates a documentation gap even if the actual BMPs on the ground are reasonable.
