Orange County is the densest and most active development market in Central Florida, anchored by Orlando and its surrounding municipalities. The county spans everything from dense urban infill in downtown Orlando to large-scale suburban growth in Apopka and Ocoee and some of the region's most sensitive lake systems near Windermere and Winter Garden.

Permitting Environment

Orange County's Environmental Protection Division (EPD) works alongside FDEP's NPDES Construction Generic Permit program and the county's MS4 permit to regulate construction stormwater discharge. Projects within the City of Orlando or other incorporated municipalities may also be subject to additional city-level stormwater review beyond county requirements.

Drainage & Stormwater Considerations

Drainage patterns vary significantly across the county: the Butler Chain of Lakes near Windermere is a designated Outstanding Florida Water with strict water quality standards, while the historic Lake Apopka restoration area on the county's northwest side reflects decades of active nutrient-reduction effort. Construction sites near either system face elevated scrutiny on sediment and nutrient control.

Orange County continues to see high-volume residential and mixed-use development, particularly in Apopka, Ocoee, and the southeast growth corridor, alongside dense vertical construction in and around downtown Orlando.
